"Real war isn’t a game, of course, but war games of both the commercial and professional variety usually provide for “victory conditions” that let you know who’s won by how much at the end of the game. For example, in a game about the German invasion of France in 1940, the Germans get a lot of credit (and the French lose a lot) if Paris falls. (And it usually does.)"
