This is not a "new" look. Cher was always arguing with the CBS censors on the "Sonny and Cher" show about how much of her cleavage (and which areas) were acceptable for network televison. I think it was in a David Lee Roth music video that I first saw prominent 'under-boobies'... I must say that a not-quite-long-enough cut-off t-shirt (holy hyphens, Batman!) is incredibly sexy without even showing as much skin as a bikini top.
